All I know is when I lived in Pleasant Hill, CA, in 2007, I qualified for low-income housing assistance for my 2 bedroom. 2 bath apartment. With the low-income housing assistance, my rent was $1600. I can't imagine what it would be like today.
One big caveat with this is, LA County is vastly more than just Los Angeles proper. It extends way out into the lower Eastern Sierras. Lots of low income in those areas. so the $70K low-income rate makes sense.

I'm a certified Master Gardner from the University of California. There are at least 10 pine trees that need to come down. The thing is a couple of them are right on power lines. So I'm looking at over $10,000 to take those trees down professionally. Good thing I'm consulting.
