Because when he drops back to pass, the defense knows he's not going to take off, so they don't have to worry about it. They can overplay the coverage. It's frustrating.

Yup. I think it's reasonable to believe the coaching staff sees the value in developing EJ. They've basically hit the reset button on him, and are handling him as a rookie.
