Whatever caused Foster to drop was significant enough for many teams to pass on him. I don't know if it was solely character or if their might have been an injury concern as well. There were also some suggestions that he struggled learning the play book
I don't think that they are specifically looking for Boy Scouts and valedictorians, but rather players who are dedicated to being their best and are at least smart enough to learn the play book. I don't think that rules out too many guys.
As someone else suggested, they want professionals, not guys who need to be babysat. They are trying to take a step towards the "Patriot way" and I think it makes sense. They got reasonably smart versatile players who have "want to".

Look how long Shoop has been on the radio here. He is an absolutely obnoxious jerk on the radio and he talks like he is smarter than those he criticizes, yet he really knows very little about football for a sports talk host in A NFL city. Some of his "analytics" disciples are here spouting how every NFL coach is an idiot for punting on 4th down and talking about late round draft picks as "draft capital" as if they are more valuable than gold. "Hey, Bellichick has sometimes traded back in the draft, so it is stupid to do otherwise." Yet if pressed to identify any significant wonder of a player that he acquired by doing that.
Schoop used to be here in Rochester and he called his show "Sports Talk For Smart People".

Taking a shot on him getting healthy and hoping for what he flashed two years ago. This is the kind of pick that happens this late in the draft - players with some redeemable quality and hope they can be good special teamers and decent depth.
For all the whining, indignation and hand wringing about trading 2 5th round picks, where are those guys now? Bills just picked and have another 5th in a bit.
Man, a bunch of 5th rounders are not likely to allow you to "field a quality roster for years to come". If you have 4 5th rounders, statistically you'll be lucky to get one starter
