    OK I really don't know why you quoted sec 1013 and 1023 when the secs in question were 1031 and 1032- but anywho The exemption for U.S citizens and LAWFUL RESIDENT ALIENS seems to only be made for sec 1032 and not for sec 1031.

    Disappointing? I picked this team as 6-10 in the beginning of the year and I thought that was a little generous- I watched this team in preseason and I thought the Oline was woeful but the season started and they played much better- at 5-6 now they should at least match my prediction and 9-7 is not out of the question none of the teams coming up are world beaters.

    I'm going in a different direction and picking Quinton Coples- Carrington,Dareus,Williams, Coples would have the makings of a pretty good Dline with Edwards gone as D coach maybe the hybrid 3-4 4-3 defense shifts more to a 4-3

    There are usually a couple of high quality WRs in Free agency but (not that the Bills would participate)- High quality DL and OL rarely make it to free agency so you have to draft them.
