Nah, the distinction of being the worst 1st round draft pick probably belongs to either Mike Williams or OJ's driver, Al Cowlings. Maybe could throw Walt Patulski in there too.
This organization has gone down hill ever since Polian left. Butler (may he rest in piece) was a mere shell of what Polian was. Any success after Polian left was really a residual of what he left behind, not what Butler brought in.
Look at some of his drafts
1994 - Only Jeff Burris of note (and he really didn't do that much).
1995 - Only Ruben Brown of note.
1996 - Only Eric Moulds of note and maybe Jay Riemersma.
1997 - No one of any long term consequence. Antowain Smith good for 1-2 years.
1998 - Sam Cowart only.
1999 - Winfield (great for Vikings) and Peerless Price.
2000 - Complete waste.
And then came Donahoe. And you wonder why this team is screwed up.

Yes, Kelly played at Convict U, but grew up in Western PA, so he was no stranger to foul weather. Ditto for Kosar who grew up in the Youngstown, OH area.
Probably better than that one QB the Bills had a few years back (BJ Hobert?) who didn't bother to look at the playbook.

And Vince Young and Jamarcus Russell were both relegated to being bench warmers and written-off as busts until they both decided that they actually wanted to play. Wasn't Russell recently beaten out by Gradkowski, a sixth round pick out of Toledo?
Point being that give Brohm a chance to play before you write the guy off. He wasn't going anywhere in GB anyways with Rodgers as starter.
Was he really ever on any "list"? The list really needs to be comprised of 2nd tier candidates. Do agree that we need a quality GM before anything else.
I think it also has to do with not having a great deal of on-field resources to work with. What established coach wants to try to assemble a winning team with a bunch of 2nd and 3rd tier players. Of course, what 1st tier player want to come to a team with a consistent losing record.
Last time I looked Brad Butler was only 26. This was his third year with the team. Bell is 25 and Meredith is 23. Not a big difference.
As for Scott, he plain sucks. The guy couldn't make Detroit's roster.
