Some states, and not just those around the perimeter are much easier to place than others. Oklahoma was easier to spot than Iowa as an initial state. With Oklahoma you can kind of picture the proper shape of Texas as a guideline for where to drop Oklahoma. The references are not nearly as clear for Iowa.
