They will forfeit their 3rd round pick in next year's draft. No other player was selected. I know some here thought the Bills might have an interest in this guy. He would have been suspended for his entire Senior year for testing positive for banned susbtance.

 

Anyone know how the supplemental draft works? Would we know if any other team made an attempt to grab him with a lower pick?

Its a blind posting system. Whoever puts in the highest pick (Its based off of Aprils draft) gets the player. Lets say the Bills had a interest and they put in a fourth round pick than a team like the skins puts in a third than the Skins get him. Basically its a bidding process but you don't know what your opponents are bidding either.

Yep. I believe in the past they actually called every team when it was their turn in a particular round. Now each team submits an e-mail stating the round they'd take him and the highest pick (as you said, based on the April draft order) gets him.

Because he wasn't eligible for an earlier draft & you can't sign a player who has never been eligible. If you could, then there would be no need for a supplemental draft or underclassmen declaring for the regular draft. Imagine if an underclassman declared he was quitting college right after the April draft. Under your question, the best underclassmen would make themselves free agents after the draft by quitting school & then would get to pick their teams & drive up salaries with bidding wars. There's regular & rookie cap effects to consider as well. As long as there's a draft, there will always be a supplemental draft to prevent players from going from school to the NFL without giving teams a shot at drafting them.

It was reported on NFL.com that 3 or 4 teams would have used their 4th round pick to get him, The site did not say who those 3 or 4 teams were.
