Even though my department has chosen not to issue tasers, I am very familiar with the use of force matrix that all police departments use. Going limp is most certainly not a "threatening move", however it is considered passive physical resistance. Most departments have a policy that passive physical resistance can be dealt with by the police utilizing physical tactics, such as a taser. Most often, a simple armlock will do. Sometimes, it will not, which is when the taser gets used. Again, this depends on each departments policy, and I cannot speak for UCPD policy. Then I complain about it later. The kid was making a martyr out of himself on purpose, shouting all the nonsense about the Patriot Act. He knew someone was taping it, he knew there where lots of witnesses. He was over-dramatizing it for some personal vendetta he had against campus security, probably for busting up his underage drinking party/date rape fest at his local frat house a few days earlier.
