Glad the lady got her dog back, but I was a little surprised by the photo that showed the "Niagara SPCA investigator" wearing a uniform that displayed an official-looking badge on his shirt.  

 

Does the SPCA guy try to bully people into cooperating with his "investigation" by flashing the dime store badge?
