Hospitals will be open, but not allowing any visitors, unless it's an end of life situation. Looters/Trespassers may be dealt with severe force without consequences. Two days before the quarantine ends, businesses may bring in essential personnel that have been screened to get their companies prepared to open back up at the end of quarantine.
