As far as race betting, it's also not self contained. There are thousands of OTB locals across the country that move the odds. No intent to dismiss your overall take, but that's just a fact.

 

I would also take the contrarian view in terms of betting in a self contained environment. As much as people feel some kind of way about betting against the Bills, wouldn't you take the Patriots plus 20? All in good fun.

This isn't happening this year or for awhile.  Cuomo has already come out against it, citing the fact NJ has only collected $13m in tax revenues last year.  It will likely require an amendment to NYS's Constitution.
