They followed procedures that were/are in place. The only difference was they had a private ceremony due to security matters. In other words, they were treated like everyone else. First you have to get your citizenship, then you can petition to have your relatives get a visa to come in to the country, THEN they can start normal residency and citizenship proceedings.
