Carter Page was not on the campaign when the FISA was signed in October because he was not the real target. Trump was. With the two hop rule, Carter Page was the backdoor to surveilling Trump. To get that backdoor "legally", Brennan used UI's to entrap and dirty up Page and others - while Podesta and the DNC were doing the same with their own plants (Manafort).
