Moats didn't do anything particularly egregious, so I would imagine that facemasks, late hits, crackback blocks, etc. must get fined quite often. That one struck me as way, way over the top intentional. A full launch when the QB was already well out of bounds, grabbed him up around the shoulders/head/neck and ripped him down.
