I'm damn certain that every team in the NFL does this. That's how all teams end up with 85 in camp. I agree. But most prefer to FREEEEEEEEEEEEEEEEEAK OUT!!!! But then they realized that Shaver has six letters, and razor has only five. Fewer letters = more simplicity = better. Hence the fact it's called Occam's razor.
