I really can't say, I've never used either one of those specific lenses. Even though I don't think they are generally as good, I am a big fan of Sigma. I think they make quality lenses for the price and if that is all your budget allows right now then I wouldn't hesitate to give it a shot. Go read user and pro reviews of those lenses if you can find them, there is generally a lot of good online feedback for lenses. The 70-300 that Fez linked to would be a great lens to have in such a short length. I have a 70-300 I mainly use for sports but it has a longer body and can be a pain to use as a walk-around lens so I generally leave it at home but find myself missing great shots because of that. If you own a 17-55mm and 70-300mm, you'll have the right lens for pretty much any shot you'll want to take. I also own a fixed 50mm which really taught me to use myself to frame the shot and not the lens.

In short, yes, they tried to scam you. This is very common amoung online camera dealers. They offer a rock bottom price, and call you with a hard upsell before they ship and many times won't ship unless you buy vastly overpriced extras. They are priced middle of the road, sometimes you can find great deals but their customer service is top notch. As for the lens, while I have a couple Sigma's and they are good lenses, I've never owned a Sigma lens that is better than a Cannon lens. They may exist, I just haven't used one. f/2.8 is better then f4 for shooting low light and getting a faster shutter speed or creating a shallower DOF, but as you found out, the price for that lens is outragous. Do you have a lot of photography experience? You may be better off getting the 30D as you get much more value and you can buy better lenses with the savings. The lenses make the photo, not the body. A experienced photographer can get better shots with a Rebel XT and first rate lens then a weekend warrior can get with a EOS-1Ds Mark III and budget lens.
