That is a tricky one since he is the greatest special team player of all time. There are such limitations on the number of players admitted to the HOF every year that even if he were nominated it would be very difficult for him to get in. He would always be going up against a more mainstream player that is deemed "more deserving". The fact that he is from Buffalo and not NY, CHI, or Pitt obviously doesn't help.
