Wow. First, we aren't talking about NAFTA. Autopac favored Canada and that simply isn't negotiable. NAFTA did shift favor to Mexico from Canada.

I'm not defending anything or anyone, rather pointing out that everything that factors in needs to be considered. Autopac was meant to, and did, favor Canada. Autopac replaced tariffs and moved automobile manufacturing to Canada. To this day, Canada has continued to tariff US goods. It isn't one or the other, it's all of the above. Much has changed in the 60 yrs since autopac. Things are much more nuanced then you are suggesting.
