Carbon tax is a good way to deal with negative externalities of pollution. Firms are free to pollute, they just gotta pay more. Or, they can choose to upgrade their equipment.
I am a fan of congestion pricing for the same reason.
There is a difference between artificially restricting what can be sold in a country and ensuring the production does not cause harm.
Carbon credits and cap-and-trade are common free-market solutions to pollution. I prefer the carbon tax, personally.
