Kim Potter is a 26 year veteran of the police force, she has been a cop for longer than he has been alive. He was trying to run from an expired registration ticket. No, I put no responsibility on him. She's the one with how many hours of state provided training, she's the one with a state issued firearm on her hip. That's why in canada and england they would have just let him go. To use the billions of dollars we have invested in technology to find him at a later date.
