the emergency medicaid for hospitals is to try and stop hospitals, especially rural hospitals, from going belly up.  I think that could easily be negotiated away in exchange for for continuing subsidies to folks buying insurance on the exchange thru the ACA.  Legal aliens and asylum seekers  can get medicaid.  That could also be negotiated and is likely what all the D's in the debate were responding to. But trump shows up to negotiations with a 2028 hat...
