Well, the best course of action if they feel he's guilty of criminal wrong-doing is to pursue charges relentlessly.  Appeal if they can, pursue if possible, continue to investigate other wrongdoing as need arises.   At a minimum, this occupies his time, perhaps generates legal fees he has to contend with, serving as a deterrent to others of similar mind.  

 

Of course, he should certainly have his day in court.
