In addition to those 3, there's also the good ol' Trump is Playing 5D Chess. The prosecutions/military tribunals/whatever are still coming, and to release the list(s) now would compromise those efforts. Note that this is essentially an updated QAnon: "Hillary will be arrested in March (2017)" etc, etc.
