If the Turks and NATO do invoke Article 5, there is no need for UN approval to go after Assad. NATO can only hold off for so long if the Turks are attacked again, before losing legitimacy with its members. I doubt the smaller countries are going to stick around long if NATO's policy becomes 'you are obligated to defend the big boys, but they don't have to defend you'. Their plane flew into Syrian airspace, and was shot down. Likely as not Turkey is using this as and excuse, and Syria's internal instability, as an excuse to escalate their war against the Kurds into northern Syria. Since when in the history of mankind has a minor distinction like that ever mattered? However, more to Turkey's point: the plane was shot down over international waters - not in Syrian airspace. Though I will say that none of the articles I saw really specify the scope of the Turkish pilot's transgression, other than it was a 'minor' 'accidental' violation of Syrian airspace. This is just tough talk trying to make up for the Israelis slaughtering 9 Turkish peace activists a couple years ago and them doing nothing about it.
