There is absolutely no measure by which you can say Bledsoe should or will get into the hall. None. He does not have a reputation for being an exceptional quarterback. He does not have the stats for being an exceptional quarterback. He does not have the popularity of other hall of fame quarterbacks. The hall isn't just going to let Bledsoe in because he's a QB and happens to have retired at some magical time.

Uh, because logically, the burden of proof falls on the person making the claim - just like it does everywhere (e.g., God is a flying spaghetti monster, prove me wrong). This is a standard convention we're talking about here - I have a hard time believing you haven't encountered it and don't know why it happens.
