One of the big barriers to entry is education, i.e. knowing how to market, to advertise, how to price things, etc. There's a billion examples of "boss *****" getting a business loan to open a boutique, and it lasts about a month because it's not advertised anywhere, is completely inappropriate for the area, and the goods are low quality.
