In fact it may help a team like the bills keep their players here given the extra two years of restricted free agency and extra franchise tag. With the uncertainty of the new CBA and a salary slotting system on the horizon I think anyone who is able to come out this year will. I think if they don't go QB in the first round, and I hope they go OT, either Edwards or another veteran QB will be the starter for next season. This then making the drafted QB 2nd or perhaps 3rd on the depth chart to develop and compete for the starting spot in 2011.

That is why the uncapped year isn't that bad for the teams, even the small markets. All of their players will be protected as RFAs through their most productive years. On top of that the top players like Dansby may not hit free agency because teams are given two franchise tags to protect their players beyond 6 years. Without a new CBA there is no cap, but there really won't be many quality free agents to spend on either.
