There was a time, not so long ago, that if any politician hinted at messing around with SS there would be an amazing reaction. Most citizens now appear resigned they are helpless, maybe even fearful, while others cheer on the possibility. Congress is helpless and hopeless. Looks like most are protecting their nest. Trump is successful in divide and conquer. SS bureaucrats need fixing for sure, as they do in our country, shake up is good...but only a narcissistic president would not want to stop sleepless nights for his citizens and clarify the exercise.
