    The Titan D flinched but did not cross into the neutral zone. Now, they CAN flag the D for "simulating a snap" and acting as if the ball had been snapped, causing the O to react. That may actually have been applicable. But they chose not to go that way.

    I think that was correct by rule, a false start. But it was a much more obvious false start on the Titans TD that wasn't called.
