The funding would have to be government. Too risky for investors to set up that kind of capital for massive infrastructure, to make cheap goods, all based on politics. A president that just ran on cutting costs can't do it. It would have been a good place for the last 5 years of USAID funds to go to though.

That's a great idea. Stabilize Central America, and that alone helps the border. It wouldn't be JUST a factory though, it would be A MASSIVE undertaking. I'd imagine China wouldn't sell the equipment, so we'd have to start at square one.
