After Carolina and Jax, the NFL substantially curtailed the "development assistance" awarded to Cleveland and Houston in comparison to what Carolina and Jax received.

But they also did not have to compete with another team in the special draft.

They got to pick players from the other teams without any competition.

Regardles of the terms of the expansion process, given the NFL today, within 5 years you should be able to build a solid franchise between FA and the draft. The reason teams do poorly (or should do poorly) is when the need to take a year or 2 to clean up any cap issues, usually related to a bad signing or rookie who did not pan out (see MW).

 

The reality is the difference between the best and the worst teams are not talent of the players, because most teams have the same basic talent level. The difference comes from quality of depth, coaching, execution and luck (meaning health of the team, i.e. injuries).

Actually, since the last time the Bills were a playoff team in 1999, only the Arizona Cardinals have gone longer without a playoff apperance (1998). The Redskins and Lions were also playoff teams in 1999 and the Saints made it in 2000. Pretty sad company to keep.

I was reading an editorial from the Erie Times ("Garbage Time").  Here's the quote that really stood out for me:

 

If the Jaguars and Bengals stand pat and make the playoffs this year, every team in the NFL (barring the expansion Texans) will have made the playoffs during Donahoe’s tenure in Buffalo.

Thats actually not true and the person who wrotwe tghat article should not be commenting on the NFL. Arizona, Buffalo, Detroit, Washington and New Orleans have not made the playoffs during that tenure. The longest drought is of course, the Cardinals, who have not made the playoffs since 1998.

Every team in the AFC except the Texans and Bills will have been to the playoffs in the last 5 seasons.

 

That's going to take a little luster off anybody's crown.
