If you’ve got a problem with how it works, take it up with the US Constitution.

 

Article I, Section 2 and the 14th Amendment require counting the ‘whole number of persons’ - not citizens, not voters, not whatever category you wish existed.

 

Everyone who lives here gets counted. That’s been the rule since 1790. So the Census isn’t some partisan scheme - it’s literally how the founders designed representation. If that bothers you, your argument isn’t with any political party. It’s with the Constitution itself.
