Congress CAN NOT alter Social Security through budget reconciliation (the Big Beautiful Bill) because of The Byrd Rule. It simply isn't allowed. The Byrd Rule in the Senate prohibits provisions in budget reconciliation bills (which require only a simple majority to pass) from directly altering Social Security. This rule classifies changes to Social Security, such as eliminating taxes on benefits, as "extraneous" to budgetary reform unless they are incidental to the budget process. To eliminate taxes on Social Security benefits, Congress would need to pass a standalone bill, which requires 60 Senate votes to overcome a potential filibuster. With a closely divided Senate, securing bipartisan support for such a measure is difficult, especially if Democrats oppose it due to fiscal concerns. 1
