Allen and Mayfield are going to drop a bit further. The Bills will need to trade into the top 10, then trade again into the top 4. The nfl trade value chart http://walterfootball.com/draftchart.php is not an exact science when competition arises. It is obvious to me that Denver, Jets, Miami and Arizona are all in the mix and SF needs a #2. If we trade #21 and a #2 plus a pick next year, then we can land pick number #9 (keeping #9, #22, #56, #65 and #96). Getting from #9 to 3 or 4 would only be 450 to 850 points, so I would assume that we would target Cleveland at #4.
