Its flawed. In what other organizations does the GM set the parameters and have other people work the phones while he's busy with the draft? I'd imagine somewhere between 99 and 100% of them. There are plenty of things to criticize the organization about; there's no need to make things up to manufacture outrage. Get mad at Whaley for giving up a 4th rounder for a guy that they cut a year-and-a-half later...or get mad at Russ for hiring/promoting Whaley in the first place.
