He was surly to sports reporters and they're the ones that frame the public perception. Steve Carlton simply didn't speak to reporters, so they left him off the All-Century Team. He was a surly player, not decent to fans, teammates or the media really, but he's getting well above the lion's share of crap from steroids. Bonds gets more grief from reporters, because he was more confrontational, and defiant when it came to dealing with them. It ain't right, but he that is the way it works, particularly in baseball it seems, so you could say, beyond just juicing, he brang a lot of the scrutiny that he is on, upon himself.
