I don't think so. I think it's mainly because for the group stages, they use refs from more countries which aren't up to the standards of the top leagues in Europe. As the knock out games start, it should get better.
To add context, there are very few teams that actually have a chance of winning the world cup. Spain is a soccer giant and yet only won the world cup in 2010
World Cup of soccer is also world cup of referees. They tend to take refs from all the leagues and many have never reffed a legitimate game in their life, let alone the world cup. The officiating get's better in the knockout rounds as more referees are from the European leagues.
