14 individual appropriation bills is the way it works. the omnibus BC just started in the late 90's and has drastically led to higher deficits and pork. We are going to have to spend a lot on carbon credits, to produce revenue to purchase carbon capture products, for the energy AI will use and the heat it will produce.
