I really like him as a person, but he benefitted from Rex Ryan's scheme last year IMO. I hope he gets paid by someone else though. Based on his play last year, he definitely deserves it. I think the Bills would be wise to let him walk.
He's not going to replace Woods. He's going to give the offense a dimension that they were supposed to have with a healthy Marquise Goodwin. A healthy deep threat in this offense will open up a lot of things. For the right price, I would sign Smith.
I mention Goodwin because having a deep threat in this offense would be deadly. Smith can take the top off the defense, which leaves even more opportunities to get Sammy the ball. Plus, Smith is definitely healthier than Goodwin...
Per Steve Smith Sr.'s Twitter. He's 28 years old, and would be an immediate upgrade over someone like Goodwin. I think he'd come at a pretty decent price too, cheaper than DeSean Jackson. The Bills should sign him, IMO.
