question on trade-down

lets say Dallas was to trade picks #22 and #28 for Bills #11 and #114...ok first of all they cant right?..rules say you cant trade away a pick you got from another team via trade or whatever right?..if yes that would mean Dallas can not give up #22 and that also means Bills couldn't give away picks #72,132,147,224,251..correct?..also..Im seeing its very hard to get exact value for picks..meaning if this trade did happen Dallas would be giving Bills 124 points over pick #11 and #114's value...[ #11(1250), #114(66) = 1316 ; #22(780), #28(660) = 1440 ; 1440 - 1316 = 124]...whats a reasonable difference in points?

If this would work, and Dallas "wanted" to trade, this could be phenomenal for Buffalo:

1#22 - Malcolm Kelly, WR

1#28 - Phillip Merling, DE

2#41 - Trevor Laws, DT

3#72 - John Carlson, TE

4#132 - Antwaun Molden, CB

5#147 - Kory Lichtensteiger, C/OG

6#179 - Chad Rinehart, OG/OT

7#219 - Marcus Monk, WR

7#224 - ??

7#251 - ??

Ahh ok so the only picks Buffalo cant trade or give away is #132(round 4) and #251(round 7)...so that means Buffalo could use pick #72 in round 3 to make it more enticing for Dallas, thus now Buffalo would be giving away more point value but, in turn getting the trade-down they want..or they can ask for pick #126(round 4) in round 4 to make the point value closer...[ #11(1250),#72(230) #114(66), = 1546 ; #22(780), #28(660), #126(46)= 1486 ; 1546 - 1486 =60]...

so in total Buffalo and Dallas switch their 1st round picks and switch their 4th round picks and Buffalo gets Dallas's second 1st rounder and Dallas gets Buffalos 3rd round pick to make the value acceptable.

1#22 - Malcolm Kelly, WR

1#28 - Phillip Merling, DE

2#41 - Fred Davis, TE

4#126 - Antwaun Molden, CB

4#132 - Owen Schmitt, FB

5#147 - Kory Lichtensteiger, C/OG

6#179 - Chad Rinehart, OG/OT

7#219 - Marcus Monk, WR

Dallas would have to actually throw in their 3rd rounder and we would keep pick 114. According to the draft chart, it even could be their 2nd rounder instead of their 3rd.

not sure what you mean here....Buffalo's #11 is worth 1250 points...Dallas's #22 and #28 are worth 1440 points together...if Dallas threw in their 3rd rounder which is pick #92 worth 132 points they would be giving Buffalo 1546 points of value for 1250 points of value..Dallas's 2nd which is worth 292 points would be worse ..this would then mean Buffalo would owe them 106 points of value which the closest Buffalo has to that is their 3rd round pick 230 points of value or their 4th round pick worth 66 points...neither works..only way it comes close is to do what I wrote above

Or..to make it even easier...they do a even swap of 1st rounders and call it done..Buffalo's #11 for Dallas's #22 and #28..Buffalo's 1250 value for Dallas's 1440 points and Dallas eats 190 value points to pick their man at #11..but 190 is a lot of points so maybe Dallas asks for another pick somewhere to lessen the value they eat.
