My bad, you are correct. Every aspect of the formula is divided by attempts. Not sure why I thought otherwise.

As others have pointed out they’re #1 mainly due to having faced the lowest amount of pass attempts in the league. However they’re still 4th in epa/dropback, 6th in passer rating, 4th in completion %, and 7th in NY/A allowed for the whole season. Since Rapp went to IR and Bishop broke out those numbers are probably even better.
