The one thing to last in that spot for any extended period was the Locker Room, and that sucked. It's a heavily traffiked area with minimal parking...Hutch's pretty much owns the valet spots. There's been many attempts to make a go of it in that building the last decade or so (including the Doctor bros. from the Bills and their "Docs Arena") so you would have to ask yourself what kinda breaks they got. Either way, no excuse for the city funneling money into what is essentially a black hole.
