I think this happened a couple years ago in Jax. They were way over the cap. Finally the NFL went down to Jax and said you have 24 hours to get under cap or we will do it for you. And the NFL doesn't take into account who you want or dont they just cut guys based on salaries to get you under the cap. I think i rember correctly but someone here can correct me if i am wrong.
