Pro bowl? why aren't there a full 53?

Ok so i saw that there are 21 offensive players, 17 defensive players, and 4 specialists. This accounts for 42 players, and i know that the punter gets his long snapper so Mike Schneck will be number 43.

So why don't they build a roster that resembles the breakdown of a normal roster of 53? It seems very unfair to have less roster spots for the all-star game than the actual season. No other all star game follows such a formula, so it would only make sense to add 10 more spots maybe 1 WR, TE, T,G, DE, DT, LB , SS, and 2 CB. This would also allow for the use of other packages beside a 4-3 base on defense, and allow for 3-4 wide offensive formations.

any input?

well my whole rationale is that you would have everybody play, each of the 53, and no one player plays the whole game like Lo neal being the only FB so he has to play the whole game. This reduces the opportunity of injury as no player should really be winded by the end of the game.
