Why do teams always wait until the last minute?

They wait until the last minute to maximize the chances of getting the cuts they want onto the practice squad. For example, one of the bubble players for the Bills is Euhus. If a team that needed a TE, such as the Giants, knew the Bills had cut Euhus, they could tailor their roster cuts to leave a spot open for him, and sign him.

Generally speaking, the later a team's cuts get reported to the media, the more likely it is there are one or more players they want to quietly slip through to their PS.
