This is on the coaching staff. and for the record, I don't think Ralph Wilson was to blame for the last 2 years either. I believe the Buddy Nix came in, seen a flailing team and did not want to spend right away. Wanted to build via the Draft. When he was satisfied he could, he shelled out big bucks for our 100-million dollar tackle dummy. It hurt like hell dealing with those years of mediocrity, but I see the logic in his plan.
