Arm measurement question

They talk of a minimum acceptable measurement of 33" for an OT. I assume that isn't measured the same as when fitted for shirts.

I'm only 6'0" & don't have particularly long arms, but I wear a 34/35. Typically, abnormally tall people have disproportionately long limbs. I gotta think that means a typical 6'5"ish OT would have ~40" shirt sleeves. 33" would be almost freakishly short.
