For the nation, cutting spending is necessary but on an analytical and controlled basis. It needn't and shouldn't be done overnight. give people and the economy a chance to adjust. Revenue can be increased by increasing taxes on the top earners. They pay the vast majority of taxes already but also get the most economic and political benefit.
