Are those same people "clowning" us with, "hostages" now? It's not an invasion by the writing/meaning of the Constitution. They make it clear that the clause is about an actual war. In fact they literally said, "engage in war" right before invasion.

You also can't parse parts of the same clause, "or engage in War, unless actually invaded". I love how they even used the word, "actually".
