Mostly. But for years, you and I have been told that the social security tax isn't a tax. It's a contribution. A form of insurance like Medicare deduction. We've also been told that letting the Bush tax cuts expire isn't raising taxes, it's returning the rates to the Clinton era. Therefore returning the deductions on payroll to the previous rate is not a tax increase in name or fact.
